Paul Ortiz celebrates 26 years of success in his career
MANASSAS, VA, October 14, 2010 /24-7PressRelease/ -- Paul Ortiz, Smithsonian Institution Property Manager, has been recognized by Cambridge Who's Who for demonstrating dedication, leadership and excellence in management.
Paul Ortiz assumed the position of the Smithsonian Institution Property Manager in March 2008. As such, he plans, organize, directs, and supervises the Personal Property Operations Branch (PPOB) personnel activities. He carries out a full range of supervisory and managerial authorities related to his assignment of work, coordinates with other programs, manages advisory services, provides technical work direction, evaluates subordinates, approves selections for nonsupervisory positions, recommends selection for supervisory positions, resolves serious complaints, approves or proposes disciplinary actions, determines or approves training needs, approves expenditures of funds, recommends or approves awards and bonuses, and determines means to improve productivity, and other delegated authorities. Additionally, Mr. Ortiz provides senior subject-matter leadership and expertise for the operation and maintenance for the Personal Property Asset Management automated database (AM), oversight and guidance on Personal Property Management to approximately 120 Accountable Property Officers, (APOs) throughout the Smithsonian. During his time as Property Manager, Mr. Ortiz has successfully relocated the warehouse operations from North Capital Drive, Washington, D.C. to Landover, Maryland, and exceptionally passed two major Personal Property audits.
Mr. Ortiz has been a Federal employee for 5 years and served in the United States Army for 21 years as a Senior Logistician before he was selected to work with the Federal Government. Mr. Ortiz has 26 years of personal property management experience. His most recent appointments were as follows: from August 2004 to March 2008, Mr. Ortiz served as the Property Manager, Broadcasting Board of Governors, (BBG). In this capacity, he was responsible for developing, implementing, executing and managing programs for management and control of non-expendable personal property, motor vehicles, supplies, and equipment, which include inventory, maintenance, identification and disposition. Mr. Ortiz established an effective and efficient Property Management Program throughout the Agency. He demonstrated his technical knowledge on Property Management by proposing, developing and documenting new policies and procedures for the entire Agency's Property Management Program. These new policies provide an efficient and well-organized approach for the receiving, identification, accountability, physical inventory, reconciliation and utilization of Agency property.
Mr. Ortiz's previous experience includes Senior Noncommissioned Officer in charge of the Directorate of Logistics-Washington: July 2001 - July 2005, as the Inspection Branch Noncommissioned Officer in charge of the Inspector General Office, Fort Irwin, California, June 1998 to July 2001, as a Senior Enlisted Advisor for Readiness Group Dix, Fort Dix, New Jersey, May 1995 to June 1998. Mr. Ortiz's achievements included: the development and implementation of policies and procedures that improved Personal Property Accountability across the Headquarter Department of the Army and the National Capital Region, (NCR). He successfully prepared and conducted 21 Inspector General special inspections and ten quick look inspections at the National Training Center in Fort Irwin, California.
Mr. Ortiz earned his Bachelor of Arts in Political Science from the Catholic University in Puerto Rico and a Master of Science in Total Quality Management from the Anna Maria College Paxton, Massachusetts. Loking to the future, he hopes to be promoted to GS-15 and as Senior Executive.
